Good day!

It's my first day of Summer Internship!

I was so excited to start my summer internship in my dad's office. I go with my dad and he's leaving home by 7 in the morning, I set my alarm at 6 o'clock to go off. Given the heavy traffic on our way to Camp Bagong Diwa, Bicutan, Taguig City. It's about 19 kilometers away from our house and we usually take an hour of travel. As we arrived in the office, I just waited for my dad to change in his uniform. I waited for his instructions and wondered on the things I have to do.

It's Monday and they usually conduct a breakfast and command conference after flag raising ceremony. So, I sat and listened in the conference. I looked around the offices along the corridor as we walked towards the room. Then, at first my father introduced me to some of the Police Officers that were present there. In the conference room, breakfast was served, it's fully loaded and taste delicious, they served an Ala Carte with Carbonara Pasta, Fish Fillet, and Watemelon, Melon and Pineapple fruits. 

As soon as everyone in the room is done eating, PCSupt Diosdado T Valeroso, as the presiding officer of the conference has called to order. The Conference is about the Updates on Possible Outbreak and Protocols in Handling MERS-COV.

The MERS-COV is similar to the SARS virus. It was discovered then that the virus was landed in the Southeast Asia region, particularly in the Philippines and in Malaysia where a man died after returning from a hajj in Saudi Arabia. Southeast Asian countries should be vigilant with passengers returning from Arabian Peninsula.

This conference pertains to the possible outbreak of Middle East Respiratory Syndrome Corona Virus after one of the 418 passengers, who arrived in the country from Abu Dhabi last April 15, 2014 at 3:30 in the afternoon via ETIHAD flight no. EY 424 is suspected to be infected with the virus.

The said passengers was quarantined in undisclosed facility by the Department of Health for security and health reasons. The remaining 417 passengers may be infected and were required to undergo medical attention.

The DOH asked the PNP to assist them in tracing or locating the other 417 persons so that suitable medical advisories could be extended, PNP to assist DOH in the information dissemination of their Medical Advisories and peacekeeping in affected areas.

The History of NCRPO

The Philippine National Police (PNP) National Capital Region Police Office (NCRPO) was known as the Philippine Constabulary Metropolitan Command or PC METROCOM. It was created by virtue of Executive Order No. 85 dated July 5, 1967 as a Special Strike Force of the Police Forces in Metro Manila. The need for it arose when an upward trend in crime was noted with the then existing four (4) cities and thirteen (13) municipalities comprising Metropolitan Manila.

The command then was given the mission to conduct operations in order to neutralize National Security Threats in Metro Manila and to support he Local Police Forces in the suppression and prevention of Crime.

On March 21, 1974, the Metropolitan Police Force came into existence by virtue of Presidential Decree Nr 421. The Presidential Decree integrates all Police, Jail, and Fire Departments within Metro Manila under the designated Commanding General of the METROCOM as concurrent head of the unit.

After the successful People's Power Revolution in February 1986. The PC METROCOM was renamed PC Capital Regional Command or PC CAPCOM.

Within the passing of Republic Act 6975, otherwise known as the PNP Law, The PC/INP was abolished and in place, the Philippine National Police was created.

In compliance with the provision of RA 6975, as stated that NCR may have two (2) Regional Offices. Napolcom issued Resolution Nr 93-4 to create two Regional Offices known as NORTH and SOUTH CAPCOM. Since the word "may", recreation of two (2) NCR Regional Offices, in RA 6975 is merely permissive and not mandatory. Pursuant to NAPOLCOM Resolution Nr 93-012 dtd 12 April 1993 both NORTH and SOUTH CAPCOM deactivated and subsequently same resolution, PNP CAPITAL COMMAND (CAPCOM) was activated. After a year PNP CAPCOM was renamed National Capital Regional Command or PNP NCRC.

On 31 June 1996 the PNP NCRC was renamed PNP National Capital Regional Police Office or NCRPO, pursuant to NAPOLCOM Resolution Nr 96-058 amending Resolution 92-36 on the streamlining of the PN Organizational Structure and the reiterating the role of Police Regional and Provincial Offices.

Presently, the PNP NCRPO is the primary unit of the Philippine National Police in the Peace and Order and Public Safety Campaign in Metro Manila.

Mission
The NCRPO, in its assigned jurisdiction (Metro Manila), shall enforce the law, prevent and control crimes, maintain peace and order, and ensure public safety and internal security with the active support of the community.

Functions

• Maintains peace and order and take all necessary step to ensure public safety.
• Promote a more pro-active community in crime prevention and cooperation with the media for factual accounts of crime incidents and perceptions of the police.
• Maximize prevention of crimes through continuing police visibility, investigate crime and effect the arrest of criminal offenders and assist in their prosecution.
• Neutralize of organized crime groups, especially kidnappers, terrorist, bank robbers and carnappers.
• Sustain campaign against dangerous drugs.
• Expedite the processing of personnel transactions in favor of deserving personnel.
• Perform such other duties and exercise all other functions as maybe provided by law.

The Story Behind my Summer Internship

Hello everybody!

As many of you already asked me and were curious...

I was a regular student on my first year to third year in College and I was supposed to have my internship last summer. I applied at the Department of Foreign Affairs and I was lucky enough to be accepted. The office kept on contacting me but I wasn't able to go since my brother got sick and he was diagnosed with Acute Renal Injury. On my fourth year, I became an irregular student for under loading my subjects because I was the one who took care of my brother in the hospital for almost 6 months. It's hard for me to face the reality for what has happened.

Last January, I thought of my internship and started to prepare my forms and resumes. And I started to apply in different government organizations and institutions. I was thinking whether I should apply in DFA again since I really wanted to work as an intern there and the organization will offer lessons/learnings about Diplomacy, which is related to my course, International Studies. Considering DFA is far from my home and my parents will be worried if I commute everyday because I easily get dizzy and no driver is available to bring me and fetch me, so I decided to forego working in DFA. On the other hand, I have several choices where I would spend my summer internship such as in the Department of National Defense, Office of the Presidential Adviser on Peace Process, Malacanan, and Philippine Center on Transnational Crimes.

After doing and defending our thesis proposal last 28 March 2014 entitled "The ASEAN as a Cooperative Security Organization in Combating Illegal Drug Trafficking", I have decided to apply and spend my summer internship in Philippine Center on Transnational Crimes, thinking that the office can also offer necessary information and data for our thesis and would provide learnings on coordination and cooperation among ASEAN member countries in combating transnational crime. I prepared all the requirements needed and was about to submit it in their office. But then, my dad, a Police Officer was positioned as the Deputy Regional Director for Operations in National Capital Region Police Office last 15 March 2014. He encouraged me to have my internship in their office since there are a lot of office works to do, he wants me to attend and listen to the conferences the NCRPO conducts and he also wants me to engage in their activities, which also pertains to the Philippine's hosting of four (4) significant International events to be held in Manila in May 2014 and that includes the 34th Association of Southeast Asian Nations Chief of Police Conference (ASEANAPOL), 23rd World Economic Forum (WEF), Young Leaders Forum/Meeting and the 10th ASEAN Finance Ministers Investors Seminar (AFMIS) in the Philippines.

Well, and I have decided to take the opportunity to work for my dad and in my dad's office in NCRPO. Moreover, I would also like to learn and gain experiences from their works as law enforcers, as I have dreamt of being one. This summer internship would also offer me opportunities to meet new people, Police Officers and other significant personalities. :)
